and its a really big but, how often do you think transactional buyers in the NHS are free to browse & buy what they think is acceptable rather than exactly what is recorded on a requisition.
A Buyer would be very brave (then jobless) to assume they had any expertise or authority to decide a clinicians requested item can be replaced with something else “similar”.
Contracting Buyers will spend months engaging with clinicians & trialling the Market before switching products & awarding contracts. Where does PETO fit here ?
